Popular initiative to preserve cash: facilitating tax evasion?

The Swiss National Bank's zero interest rate policy has brought it to light: as soon as interest rates tend towards zero, the demand for cash increases, particularly for large denomination notes. This makes it child's play to hide money from the tax authorities, without running the risk that this wealth - possibly untaxed black money - could be discovered. The large sums that are reported to the tax authorities annually by voluntary disclosers clearly demonstrate this significant tax potential.

Cash allows anonymity in spending. It also allows you to see in your wallet how much you have left. As a former poor person, I know the system well of withdrawing a sum for the month in cash to do the shopping - you shop differently. Cash allows for better interaction, faster payment as it is direct (no need to wait for the transaction to be processed) and a better overview of your spending. Psychologically, it also allows you to better measure the principle of spending (it is not the same to give 400 francs in cash as to pay by Twint/card, where you don't have the impression of having spent money). For all these reasons, and more besides but I will stop here, I want cash to be preserved and the possibility of using it for my purchases in any shop.
