There are situations where the child's welfare is at risk. This is primarily caused by someone's fault. Often, it's also just strokes of fate or unfavourable situations. And if there's no intervention, the child suffers (through no fault of their own). And yes, if it's already clear from a pedagogical/medical perspective: The follow-up costs of child neglect or abuse are usually so gigantically high that the community has to step in.

Example: "Tiger moms" (fortunately no longer en vogue). This is bordering on child abuse. If such a trend spills over into Switzerland again, then it's the duty of the community to intervene when parents follow a hype that endangers the child's welfare.

Ultimately, the question is simply wrongly formulated. "The state" can neither "speak" nor "have a say". The title of the discussion is formulated sensationally. For example, it's about whether parents should be forced to participate in paediatric check-ups with their children (which I strongly support). Or it's about contributions for childcare centres (which has been talked about for 30 years, but to my knowledge, no substantial contributions have been approved yet).
